In addition to the support and volunteer time donated by CHAP’s Board of Directors and committee members, CHAP employs three full-time staff  and occasionally uses the support of undergraduate or graduate student interns.

  • Member & Provider Service Manager – Mary Gladys

Mary has over 20 years of experience in the healthcare field. Her knowledge extends from Medicaid billing and eligibility requirements to our state’s HCAP criteria. Her years as a financial counselor at a major healthcare system enables her to guide our patients and partners through the often confusing enrollment process. In addition to her role as Member and Provider Service Manager Mary is the Lead Navigator for CHAP. Her peaceful persona helps everyone from becoming overwhelmed and gives them peace of mind. Mary has a soft spot for patients in need.

  • Navigator – Charles Blackburn

Charles is a veteran of both the U.S. Coast Guard and the U.S. Marine Corps. He feels that his time in service has taught him leadership, accountability, honor, and working with others to achieve a common goal or mission. It is his mission at CHAP to be patient, take the time to listen, and educate others about healthcare options available to them. He enjoys having the opportunity of  giving people the best information to understand and use the new ACA.

  • Navigator – Susan Collins

Sue holds a degree in Psychology from Baldwin-Wallace University. She has been in health care administrative side for over 25 years and  held both front line and management roles. She is a long term care ombudsman volunteer for the state of Ohio. As a Navigator Sue is able to share and exchange information that is available to assist consumers with their medical and social needs. She also feels that all the knowledge she has learned can now be used to impact the lives of the consumers that she currently serves.

Facts about Sue:

    • Hates to see stuffed animals in the back of cars and things hanging from rearview windows
    • Enjoys going to the gym and walking
    • Will only use real potatoes- never box when cooking
    • Loves satellite radio
    • A fan of James Patterson and Stephen King books


  • Navigator – Rachel DeGolia

Rachel is a long-time advocate for health care for all. She has served on
the staff of the Universal Health Care Action Network (UHCAN) since its
founding in 1992. She organizes and facilitates monthly national
conference calls which allow local, state and national leaders to share
best practices and information about campaigns and issues arising from
their work. She actively supports the statewide health care advocacy
group to run speaker trainings and to fulfill many speaking engagements
regarding the Affordable Care Act and the enrollment efforts in Northeast
Ohio. Rachel is learning a great deal from the hands-on experience she
is gaining helping people sign up for insurance as a part-time navigator
with CHAP.

    • Is a avid reader and devoted member of her women’s book club
    • She and her husband are proud parents of two adult daughters
    • Favorite forms or exercise and relaxation are yoga, swimming,bicycling, and walking the dog
